Act as a strategic and operational business partner to the Oncology, Fertility, and Rare Tumours leadership teams, ensuring that patient advocacy is embedded in launch planning, lifecycle planning, and relevant brand or indication plans.

Support capability-building and network development in rare-tumour communities where patient organizations are small, fragmented, or still emerging.

Ensure that patient insights inform clinical development, evidence generation, value communication, HTA and reimbursement materials, launch planning, disease awareness, and access dialogues.

Contribute to day-to-day patient policy and advocacy engagement with patient organizations, academic societies, healthcare professionals, public institutions, policymakers, and other relevant stakeholders.

Coordinate senior-level outreach with the Head of Market Access & Public Affairs, including engagement with public authorities, Diet members’ offices where appropriate, and relevant policy forums.

Represent Merck Biopharma Japan in patient-focused, multi-stakeholder dialogues and contribute a balanced, evidence-based, patient-directed perspective to discussions on diagnosis, treatment access, care pathways, and outcomes.

Liaise with Market Access & Pricing to monitor developments in the NHI drug-price system, reimbursement rules, HTA-related policy, rare-disease policy, and other reforms that may affect patient access and value recognition.

Maintain integrated multi-year roadmaps with phase-appropriate sequencing from stakeholder mapping and insight generation through co-creation, evidence development, policy engagement, implementation, and evaluation.

Manage approved budgets and external agency or partner relationships, ensuring effective prioritization and delivery across simultaneous projects.

仕事内容
Job Purpose:

Serve as the senior Compliance business partner and trusted advisor to GSK Japan’s Business Units (BUs), promoted-brand teams and functional leaders, while leading the planning and operational excellence of the Japan Compliance function. The role enables fast, risk-informed decisions at the point of business need by embedding Compliance early into brand planning, launches, HCP engagement and promotional/information-provision activities, and by translating MHLW, PMD Act, JPMA and GSK written standards into practical business guidance.

It converts enterprise and local risk priorities into an integrated Compliance plan and ensures disciplined, inspection-ready execution through clear governance, preventive controls, data-driven insights, simplified processes and continuous improvement.

The role leads two direct reports covering enterprise risk management, audits and Independent Business Monitoring (IBM), Privacy, Anti-Bribery and Anti-Corruption (ABAC), and the third-party risk management framework, and strengthens a values-based, Speak Up culture — positioning Compliance as a strategic advisor rather than only a control function.

Key Responsibilities:

Act as the senior Compliance business partner and advisor to BU Heads, promoted-brand teams and functional leaders, providing real-time, pragmatic, risk-based guidance on strategies, launches, campaigns and HCP engagement while preserving independent challenge.

Embed Compliance early into brand strategy, business planning, speaker programs and promotional/information-provision activities, translating MHLW Guidelines, PMD Act advertising requirements, JPMA standards and GSK written standards into clear “how-to-comply” solutions.

Translate GSK enterprise Compliance priorities and Japan business risks into an integrated annual Compliance plan, roadmap and governance calendar, with clear outcomes, owners, milestones and resource priorities.

Own the Japan enterprise risk management cycle and RMCB agenda, including risk identification, assessment, mitigation planning, reporting, timely escalation to the Head of Japan Compliance and JLT, and follow-through on agreed management actions.

Design, embed and continuously improve the Internal Control Framework and Compliance operations, emphasizing prevention and early-warning indicators while simplifying and standardizing processes, reporting and documentation to improve speed, consistency and audit readiness.

Serve as the primary Compliance coordination point for Audit & Assurance reviews and IBM, and lead root-cause analysis and proportionate CAPA with accountable owners, evidence-based closure and effectiveness checks that withstand inspection.

Oversee implementation and continuous improvement of the Privacy, ABAC and third-party risk management frameworks, including risk-based due diligence, contracting and control expectations, business-owner oversight, monitoring, escalation and remediation.

Establish a Compliance performance and insights framework using KPIs, KRIs, monitoring results, audit findings and investigations, partnering with IBM, the Supervisory Division, Legal, HR and Investigations to identify trends and feed lessons learned back into the business.

Coordinate implementation of global and above-country Compliance initiatives in Japan and deliver targeted training, coaching and communications on the GSK Code of Conduct and key risks, ensuring adoption and documented evidence of execution.

Lead and develop two direct reports across (1) enterprise risk management, audits and IBM and (2) Privacy, ABAC and third-party risk management, building a high-performing, service-oriented team and a Speak Up culture of transparency, psychological safety and accountable risk ownership.

Breadth/ Scope of Accountability:

Japan-wide accountability for Compliance business partnering, planning and operations across Business Units, promoted brands and enabling functions, covering the end-to-end commercial and information-provision lifecycle and enterprise visibility of significant ethics and compliance risks.

Advises and influences senior leaders and governance bodies without direct commercial ownership, through evidence-based advice, transparent escalation and practical risk mitigation; business and functional leaders retain ownership of their activities, risks and controls.

Leads two direct reports and works across Commercial, Medical, Material Excellence, the Speaker Program CoE, global and regional Compliance specialists, Audit & Assurance, Legal, Finance, Procurement, HR and relevant business risk owners.

Accountable for the quality, timeliness and defensibility of Compliance advice, plans, RMCB inputs and risk reporting, audit and IBM coordination, Privacy, ABAC and third-party risk oversight, CAPA discipline and operational improvement.

Trusted with highly confidential and sensitive information and expected to exercise sound judgement, maintain independence and escalate significant concerns without delay.

Number of Direct Reports: 2

仕事内容
■Your impact begins here
As HEOR Manager, you will build the economic and clinical evidence that helps new treatments reach people in Japan. You will prepare HTA submissions, negotiate with MHLW and C2H, and shape HEOR and real-world evidence plans for your assigned products and therapeutic areas. As one of two HEOR colleagues in Market Access, your work influences access at launch and the value our products deliver over time for people living with serious chronic diseases.

■What you’ll do

You will lead HEOR work from evidence planning through to negotiation, so that the value of our treatments is clear to those who decide on access.

Lead timely HTA submissions for your assigned products, preparing economic and clinical evidence and HTA dossiers, and negotiating with MHLW and C2H.
Plan and run HEOR and real-world evidence projects that support each product’s value proposition and scientific exchange strategy, from launch onwards.
Identify evidence gaps and data needs, and generate economic evidence that supports reimbursement.
Adapt economic and budget-impact models to the Japanese setting and bring HEOR insights into R&D, commercial and market access planning.
Build productive relationships with colleagues, MHLW, industry associations and academia, and turn what you learn into insight for business strategy.
Share knowledge and best practice in HEOR and health economics to strengthen the Market Access team.

■Who you’ll work with

You will join the Market Access department in International Operations, based in Tokyo, reporting to the Associate Director of Market Access. HEOR is a focused team of two: you and one colleague. Each of you owns your areas and you rely on each other to keep work moving.

Your closest partners will be colleagues in Clinical, Medical and Regulatory, Commercial, Marketing, Finance and the Healthcare Policy team, as well as International Operations and headquarters colleagues, with whom you will align global, regional and local HTA and HEOR strategies. Externally, you will work with MHLW, C2H, industry associations such as EFPIA and PhRMA, and academia. Clear priorities and open, honest dialogue help you move quickly when a decision is needed.

■What you can expect here

You will work in a small team where your expertise is valued and your voice is heard. The role gives you exposure from pipeline planning to market access, and the chance to build new skills alongside colleagues through on-the-job learning and relevant learning offerings.

You will be supported to perform at your best, with clear performance expectations and the trust to take ownership of your projects and make decisions within your area.
求める経験 / スキル
■What you’ll bring

You know how to turn evidence into agreement with decision-makers, and you are at ease working across functions and borders.

A bachelor’s degree or higher, ideally in health economics, outcomes research, epidemiology, statistics, life sciences or a related field.
Experience in the pharmaceutical industry.
Experience engaging and negotiating with authorities, such as government and payer-related bodies.
Experience collaborating across functions and managing projects, including working with global or regional colleagues.
Japanese at native or N1 level, and English at business level or above.
Strong communication, influencing and problem-solving skills, with the integrity and professionalism that trusted dialogue with authorities requires.

■Useful, but not essential

Experience in HEOR or HTA, including HTA submissions.
Experience with health economic or budget-impact modelling, or with real-world evidence.
A master’s degree or PhD in health economics, outcomes research or a related field.
Experience working with industry associations or leading cross-functional initiatives from planning to delivery.
